Letter measures 8.25" x 10.5" in size and has been hand-signed in black ink pen by Franklin Pierce (D. 1869).

In this warrant, President Pierce directed Secretary of State William L. Marcy to affix the seal to documents relating to the recently reorganized German states: "I hereby authorize and direct the Secretary of State to affix the Seal of the United States to his acceptance of the Declaration of Accession of the Government of Oldenburg to the Convention between the United States + Prussia and other States of the Germanic Confederation, of the 16th of June, 1852, for the mutual delivery of criminals, fugitives from justice, in certain cases, - to the exchange copy of the same, - and also to my Proclamation of the said acceptance dated this day and signed by me and for so doing this shall be his warrant.Washington, March 21, 1854".The Germanic Confederation, a loose union of 39 independent states, had been established by the Congress of Vienna in 1815. Oldenburg, located in northwest Germany on the North Sea, was not part of the Kingdom of Prussia or the Austrian Empire.
